Town Hall Meeting — June 27, 2026
The KLRF membership town hall introduced the full ownership to Associa Hawaii, the association’s new management company, and gave members an open forum to raise concerns about payments, financial transparency, and account management during the transition. Rebecca Lisle of Associa led the briefing alongside Board President Charles Donaldson, held in person and on Zoom for off-island members.
Payments and Systems. Because of KLRF’s LLC-and-partition ownership structure, Associa temporarily disabled online payments and direct debit after discovering that partition owners could see one another’s banking information and that one auto-payment pulled an entire lot’s fees. For now, the only accepted payment method is a check mailed to the Associa lockbox, or a bank bill-pay check to the same address; direct CPB deposits should be paused. Associa intends to re-enable online and LLC-level automatic payments once the platform is customized to KLRF’s structure.
Late Fees and Statements. Late fees are suspended for 90 days (beginning May 2026) and resume August 1, 2026 under the standard policy ($50 after a grace period to the 15th). Statements are issued to the LLC of record for dissemination to partition owners, with e-statements available to a single LLC email. The first May statement was late due to a shifted water-meter reading date; Associa committed to delivering statements at least two weeks before the due date going forward.
Transparency, Audit, and Reconciliation. Associa committed to posting monthly financials, approved current and historical board minutes, governing documents, and policies to the Town Square platform. Rebecca has solicited proposals for a prior-year audit, the results of which will be shared with ownership. Associa is also reconciling May payments made to the old account and will correct any unposted payments based on owner evidence; members were advised to keep certified-check records and photograph receipts.
Records, Fund Security, and Outlook. Rentals, leases, and insurance records remain a KLRF responsibility, with a two-renters-per-acre limit and no subleasing, while ownership transfers must be documented through the office. Funds remain in the association’s own bank account under Board-approved controls, with Associa itself externally audited. A reserve study and potential investment of reserves will help fund future capital projects. The Board framed the larger picture around recovering from severe flood damage and neglected infrastructure — emphasizing a “build back better” approach and a detailed, numbers-driven 2027 budget.

Why Are These Changes Happening?
Kunia Loa Ridge Farmlands has a unique ownership structure where lots are owned by LLCs (primary owners), individual partition owners may hold varying percentage interests, and assessment amounts can vary between owners within the same lot.
What Has Changed
- Billing Distribution: Statements are now sent ONLY to the Primary Owner (LLC). Partition owners will no longer receive individual statements. Primary owners are responsible for coordinating payments internally.
- Payment Methods Discontinued: Direct Debit (Auto Pay), online payments through TownSq, payments to the previous lockbox, and payments at Central Pacific Bank.
